Dog Tortured in Broward Man Accused of Binding and Chaining Pet

A border collie was reportedly chained to a car and wrapped with duct tape by a guy in central Broward on Tuesday, according to deputies, because the dog, among other things, barked excessively.

Authorities claim that Jose Humberto Arana Ramos, 74, abandoned the dog in such condition outside of his residence in the unincorporated Broadview Park area for approximately an hour without providing it with food or water.

According to an arrest record from the Broward Sheriff’s Office, officers were sent to the 4100 block of Southwest 21st Street when they got a tip from Crime Stoppers about a dog that was lying underneath and chained to a car.

When BSO Deputy Nicholas Marciante got to the house, he found the dog laying under the car with its front paws and mouth taped shut. According to the story, Arana Ramos’s ex-wife, with whom he currently resides, came out to inquire about the situation regarding the dog.

The deputy stated that the woman claimed Arana Ramos restrained the dog’s mouth because it “was barking too loud” and restrained its front paws because “he will scratch the car when tied to it.”

She then reportedly stated, “Jose is not fond of animals and often complains of having them within the home as they shed too much,” according to the newspaper.

“When asked why the dog was tied to a vehicle, she stated that he eats the plants in front of the home and tears up the yard,”  Marciante stated.

After the dog was taken out from beneath the automobile and let free, the deputy noted that the dog had a “large abrasion” on its rear leg, which was “causing him to limp and not put any pressure on it.”

Arana Ramos was taken into custody by the authorities on suspicion of severe animal abuse. After showing up in court, he was still being held at the BSO Main Jail on a $10,000 bond as of Wednesday afternoon.

After then, the dog was given to the care of the Broward County Humane Society.

He is receiving medical care from our veterinary services team and reacclimating to life,” Philip Goen, an animal care field supervisor, stated. “We’re gonna give them the best life we can give them and get them into a new home.”
