Decades-Old Mystery Solved: Girl and Mother's Remains Found

On the same day that the girl’s accused killer passed away while incarcerated, state police said that they had discovered remains at a home in southern West Virginia that they thought to be those of a lady and her daughter who had not been seen in almost 24 years.

At a news conference on Tuesday, investigators said that the suspect had admitted, on his deathbed, to shooting and killing Susan and Natasha “Alex” Carter.

The two women had been gone for more than 20 years due to financial difficulties.

Since August 8, 2000, Susan Carter and her daughter have vanished from sight. West Virginia State Police Capt. Robert Maddy released a statement after members of the state police and the FBI discovered what appeared to be their remains at suspect Larry Webb’s residence on Monday.

At the Mount Olive Correctional Complex, where he was being held without bond following his arrest earlier this month in connection with the girl’s death, Webb, who was in his 80s, experienced a medical episode on Monday.

According to the statement, Webb was declared dead at a hospital six hours before the remains were found.

An FBI flyer from back then states that Susan Carter, 41, was involved in a bitter custody dispute with Natasha’s father at the time they vanished and had threatened to never see his 10-year-old daughter again.

According to news reports, Carter and her kid looked to be residing in Webb’s home when they vanished.

To help solve the decades-old case, the FBI Pittsburgh branch announced in December 2021 a renewed push and incentive. In September 2023, the $10,000 award was raised to $20,000.

In 2022 and 2023, police carried out search warrants at Webb’s residence, and they claimed to have found further evidence throughout their investigation.

Webb informed media reporters that he had no idea what had become of the girl or when he had last seen her during one of those searches.

“I don’t remember,” Webb stated. “I have dementia. I can’t say exactly.”

Ben Hatfield, the Raleigh County Prosecutor, told WVNS-TV that Webb apparently realized something was wrong with his finances, which led to a violent domestic scenario.

Authorities alleged that he shot Susan Carter because he believed she had overspent and that he had money go missing, according to CBS station WOWK-TV. Webb shot and killed her daughter, according to the authorities, “to avoid detection for having killed Susan Carter.”

WVVA-TV reported that Webb was detained in a medical facility after being charged with murder in connection with the girl’s abduction in October of last year. Following his medical clearance for jail, he was then taken into custody on April 12, according to Hatfield.
