Ex-Mayor and Former Law Officer Arrested for Triple Homicide in South Dakota

A former law enforcement official who previously held the position of mayor of a tiny South Dakota town has been charged with the murders of three people who were shot to death.

Three counts of first-degree murder resulted to the jailing of 64-year-old Jay Ostrem on a $1 million cash-only bond, according to a news release issued by South Dakota Attorney General Marty Jackley on Tuesday.

“Law enforcement has secured the scene,” Jackley said. “There is no further threat to the public.”

The victims were named as a 35-year-old male and two brothers, ages 26 and 21, according to a probable cause document. Since family members weren’t yet notified, they weren’t instantly given names.

There was no mention of any relationship between the brothers and the third victim in the document.

According to media accounts, Ostrem spent more than 20 years working as a law enforcement officer in South Dakota and Wyoming. About fifteen years ago, he held the position of mayor of Centerville, albeit the precise dates were not readily known.

According to the probable cause document, at 9:44 p.m., a guy in Centerville phoned the police. Monday to inform that “a guy from across the street” had shot his brother and that the gunman had returned home.

When the caller claimed that he had also been shot, he was still speaking with a dispatcher. Then, according to the affidavit, he stopped speaking.

Not long after, Ostrem was taken into custody. According to the paper, he had a handgun in his pocket and an AR-style rifle on the ground close to him. When police arrived at the residence where the call had come from, they discovered all three victims.

According to the document, Ostrem’s wife reported to authorities that she had been sexually attacked on Thursday by a neighbor called Paul.

She had informed Ostrem about the incident on Monday night. Ostrem “got up and went raging out of the house,” she claimed in the recorded statement.

If Ostrem had legal representation, it wasn’t immediately apparent. A phone number listed for Ostrem was unanswered.
