According to the Federal Bureau of Investigation (FBI), the UCR Program collects data from over 18,000 law enforcement agencies, including city, university and college, county, state, tribal, and federal agencies.

Participation in the program is voluntary, and agencies submit their crime data either through a state UCR program or directly to the FBI’s UCR Program.
