MIAMI-DADE COUNTY, Fla. – A 19-year-old man used his cellphone to record a disturbing incident where he and another man dragged a disabled victim on the ground by his shirt and pant leg.

Tragically, the same victim was fatally shot at a later time. The authorities reported that the video was posted on Instagram with a caption that showed a lack of empathy for the victim’s disability.

In the video, the victim, who had one leg amputated above the knee, can be seen screaming and trying to sit up while being dragged.

Several people who lived in the area confirmed that the video was recorded about a week before the fatal shooting, right in front of the same house where the victim was later found dead.

When the victim, identified as 37-year-old Terrell Vaughn, was killed, he had healing abrasions throughout his body, according to the arrest report.

The fatal shooting occurred in the early morning of June 23 in the Perrine area of southwest Miami-Dade, specifically in the 10200 block of Southwest 175th Street.

Terrell Vaughn’s cousin, Darrell Collins, shared that the night before the shooting, they had celebrated a birthday party for Collins’ 1-year-old godson. Shortly after midnight, Collins received the devastating news that Terrell had been shot.

Collins described his cousin as a kind and generous person who didn’t have any issues with anyone. The loss of his cousin has deeply impacted him and the family.

One of the suspects involved in the dragging incident, Marcus Anthony Sumpter, turned himself into the police on charges of abusing a disabled adult. He provided a statement to the detectives, though specific details were redacted from the publicly released report.

The other suspect in the case is 19-year-old Tyrell Jermaine Williams, whose involvement in the shooting remains unclear at this point.
