Georgia, a country that was once part of the Soviet Union, has shown significant improvement in combating corruption since the 2003 Rose Revolution. Despite this progress, corruption remains a persistent challenge, particularly at higher levels of government and in certain regions.
In the 2023 Corruption Perceptions Index by Transparency International, Georgia was ranked 49th out of 180 countries, receiving a score of 53 out of 100.
Batumi: Corruption Capital of Georgia
Batumi, the capital of the autonomous region of Adjara in Georgia, stands out as one of the most corrupt locales in the country. While it attracts tourists with its Black Sea coast allure, featuring casinos, hotels, and a vibrant nightlife, the city harbors a darker side marked by illicit activities such as money laundering, tax evasion, smuggling, and bribery.
A report from the Organized Crime and Corruption Reporting Project (OCCRP) sheds light on Batumi’s role as a conduit for criminal groups and corrupt officials, channeling billions of dollars through the construction and real estate sectors.
Luxury properties in Batumi, the report reveals, often belong to shell companies or offshore entities associated with influential figures like politicians, businessmen, and criminals hailing from Georgia and other countries including Turkey, Russia, Iran, and Azerbaijan.
Notably, the report implicates former Georgian president Mikheil Saakashvili and his associates in facilitating and benefiting from corruption schemes in Batumi.
Despite Saakashvili being previously lauded as a reformer and corruption combatant, allegations suggest that he granted favors and tax breaks to his close associates and donors involved in Batumi’s development.
Among the projects tainted by corruption allegations are prominent structures like the Trump Tower Batumi, the Hilton Batumi, the Radisson Blu Batumi, and the Batumi International Airport.
Negative Impacts of Corruption in Batumi
Both the local populace and the ecology have suffered as a result of Batumi’s malfeasance. Numerous locals have voiced their complaints on the absence of accountability, openness, and public involvement in the processes used to make decisions about the city’s development and urban planning.
Concerns have also been expressed concerning the infringement of property rights, the uprooting of low-income households, the devastation of cultural heritage, and the contamination of the air and sea.
The government of Georgia has implemented many measures to tackle the corruption problems in Batumi and other areas. These include fortifying the anti-corruption laws, creating a separate anti-corruption organization, and improving the supervision and enforcement protocols.
Nonetheless, the absence of political determination, opposition from special interests, and meddling from outside parties have complicated these attempts.
