Iowa Violence Armed Cyclist Shot Dead, Two Officers Injured in Incident

State investigators stated on Monday that Waterloo, Iowa, police were responding to a complaint of a gun-wielding bicyclist when the altercation transpired, leaving the suspect dead and two officers injured.

Just before 8:30 a.m. on Sunday, officers were called in in response to a complaint of an armed man riding a bike and dressed entirely in green. In Sullivan Park, they saw Kelvin Lee Plain Jr., 35.

Plain rode off through the park on his bike, then on foot. Plain was knocked to the ground by a Taser shot by officers while he was running, according to a statement from the Iowa Department of Criminal Investigation.

“Plain then fired a handgun at both officers, striking one officer who was still inside his vehicle, and another who was shot while on foot,” as per the statement. “Both officers returned fire, killing Plain.”

According to the DCI statement, one of the officers was scheduled to be discharged later in the day after being hospitalized on Monday in stable condition.

According to the DCI, the event was recorded on dashboard camera from a Waterloo police squad car.

Citing the ongoing inquiry, the statement stated, “No additional information will be released at this time.” It stated that after the inquiry is over, the findings would be sent for evaluation to the offices of the Iowa Attorney General and the Blackhawk County Attorney.
