A 53-year-old woman is being held on suspicion of strangling her sister, 62, to death after she vanished earlier this month.
At a press conference, Monroe County Sheriff Todd Baxter stated that after a family member hadn’t heard from Penny Busch for some time, deputies conducted a welfare check on her on October 11. Investigators checked her property when no one answered the door, according to Baxter.
Although he did not provide any details, the sheriff stated that officials uncovered “things out of the ordinary” and “suspicious” conditions.
Deputies found a deceased woman in the town of Rush on October 14 after searching the Genesee River. The victim was positively identified as Penny Busch by the Monroe County Medical Examiner’s Office a few days later.
Investigators claim that after a violent fight on October 8, Jamie Busch, Penny Busch’s sister, strangled the victim to death, according to a redacted complaint published by WHEC-TV.
Jamie Busch is accused of taking her sister’s three cell phones from her house and discarding them at a Dunkin’ Donuts the next morning. The suspect allegedly then disposed of Penny Busch’s body in the Genesee River, according to the complaint.
Jamie Busch was taken into custody on two charges of tampering with physical evidence and one count of second-degree murder.
According to the sheriff’s office, Penny Busch leaves two kids behind. According to reports, Jamie Busch was on leave from the Honeoye Falls-Lima School District.

The school’s superintendent stated that, “The recent arrest of a district employee on serious charges has deeply impacted all of us. We are shocked and saddened by the reports. As a school district that prioritizes the safety of our students, staff, and community, we placed the individual on leave and fully cooperated with law enforcement during their investigation.”
