Investigators from Placer County used forensic evidence to identify a guy who resides in Southern California and is charged with killing a 69-year-old lady in Roseville 40 years ago.
The Placer County District Attorney’s Office sent a news release announcing that Richard Raymond Moore,59, was taken into custody early on Thursday in Los Angeles on suspicion of homicide in the 1984 death of Madeline Garcia.
The District Attorney’s Office stated that evidence gathered at the crime site indicated Garcia was assaulted and carried into an alley behind the 300 Block of Atlantic Street in Roseville, where she was killed.
Roseville Police Department detectives, according to the prosecution, followed up on every lead they could find, but the murder investigation became cold and no one was apprehended for 40 years.
Since then, a large number of the police officers and detectives who looked into the murder case at first have retired.
The Police Department and the District Attorney’s Office’s Investigations Unit worked on the case for a number of years in an effort to identify a culprit. They went through all of the evidence that was available and sent samples to forensic labs for testing.
According to the prosecutors, Moore was identified as the suspect in Garcia’s death by the detectives utilizing cutting-edge forensic procedures. The manner of Garcia’s death and the kind of analysis and testing that led to the suspect’s connection to the murder were not disclosed by the District Attorney’s Office.

According to Placer Superior Court documents, Moore was charged with murder on September 26, 1984, in a criminal complaint filed by prosecutors on Tuesday.
An enhancement to the murder charge states that Moore committed the crime while being abducted. Moore was also granted a no-bail arrest warrant by the court on Tuesday.
According to the District Attorney’s Office, Moore was taken into jail in his home city of Los Angeles by authorities with assistance from the Los Angeles Police Department. Following his transfer to Placer County, Moore will be charged with homicide in connection with Garcia’s passing.
Moore stayed behind bars at the Los Angeles County Jail on Thursday afternoon. According to jail records, Moore was taken into custody about 5:30 a.m. on Thursday and booked a few hours later.
